What are these funds used for?
Affordable education

Program 1: “Accessible Education” – Funding for educational services for children with special needs.

Status: Ongoing program (indefinite duration).

Objective: To ensure that children with special educational needs and disabilities have access to quality education, including special educational services, assistive technologies, and learning materials.

Beneficiary Categories:

  • Children with officially diagnosed special educational needs.
  • Children with disabilities (including those in subgroup A).
  • Children with mental developmental delays.
  • Children with autism spectrum disorder.
  • Children with speech, hearing, or musculoskeletal impairments.
  • Children with complex and multiple impairments.

What is funded:

  • Education at schools specializing in working with children with special educational needs
  • Remedial materials and workbooks
  • Assistive technologies and adaptive equipment for learning
  • Psychological support for the child and family
Development Without Barriers

Program 2: “Development Without Barriers” — Funding for remedial classes for children with special needs.

Status: Ongoing program (indefinite duration)

Objective: To ensure that children with disabilities and special needs have access to professional remedial assistance.

Beneficiary Categories:

  • Children with disabilities (including those in subgroup A).
  • Children with special educational needs.
  • Children with speech disorders.
  • Children with autism spectrum disorder.
  • Children with multiple developmental disabilities.
  • Children with motor development disorders.
  • Children with cognitive impairments.
  • Children with behavioral disorders requiring remedial support.

What is covered:

  • Remedial sessions with a speech-language pathologist
  • Remedial sessions with a special education teacher
  • Remedial sessions with a psychologist
  • Remedial sessions with a physical therapist
  • Remedial sessions with a therapeutic educator
  • Other specialized remedial services (as recommended by the IRC and specialists)
Psychological support

Program 3: “Psychological Support” — Funding for psychological and psychotherapeutic assistance for children affected by the Russian Federation’s armed aggression.

Status: Temporary program (implementation period: the current period of armed conflict and the period of psychological rehabilitation)

Objective: To ensure that children affected by the Russian Federation’s armed aggression against Ukraine have access to high-quality psychological and psychotherapeutic care for trauma treatment and adaptation.

Beneficiary Categories:

  • Children (ages 1 to 18) who were present during shelling, bombing, or other combat operations.
  • Children who have lost loved ones as a result of the armed conflict.
  • Children diagnosed with post-traumatic stress disorder (PTSD) or other traumatic reactions.
  • Internally displaced children.
  • Children of military personnel and combatants.
  • Children evacuated from areas of active combat.

What is funded:

  • Individual psychotherapy sessions (psychodynamic, cognitive-behavioral therapy, Gestalt therapy, EMDR, etc.).
  • Psychological sessions, training, and psychological support programs for children and their family members.
  • Psychiatric evaluation and medication treatment when medically indicated.
  • Psychological counseling in educational institutions.
Support for Families

Program 4: “Family Support.”

Status: Ongoing program (indefinite duration)

Objective: To provide humanitarian and emergency assistance to families with children facing difficult life circumstances.

Beneficiary Categories:

  • Low-income families with children.
  • Families with children affected by emergencies, natural disasters, or other crisis situations.
  • Families raising children with disabilities (including those in subgroup A).
  • Families raising children with special educational needs.
  • Families of internally displaced persons.
  • Single-parent families in need of assistance.
  • Large families facing difficult life circumstances.

What is funded:

  • Financial assistance to cover housing, utilities, and other urgent expenses.
  • Purchase of essential items for children, including school supplies, medications, and other necessities.
  • Emergency financial assistance in crisis situations.
A Healthy Childhood

Program 5: “Healthy Childhood.”

Status: Ongoing program (indefinite duration)

Objective: To promote the health and physical development of children with disabilities and special needs through specialized treatment and rehabilitation.

Beneficiary Categories:

  • Children with disabilities (including Subgroup A).
  • Children with developmental disabilities.
  • Children requiring rehabilitation following illness or injury.
  • Children with chronic illnesses.
  • Children whose health condition requires specialized treatment, rehabilitation, or medical care.

What is funded:

  • Treatment, medication, and rehabilitation for patients.
  • Physical, psychological, social, and comprehensive rehabilitation for children, including children with disabilities and special educational needs.
  • Children’s health recovery programs, sanatorium and resort treatment, health improvement, and medical care.
  • Rehabilitation supplies.
Opora

Program 6: “Opora.”

Status: Ongoing program (indefinite duration)

Objective: To ensure social protection and adaptation for children with special needs and to promote their integration into society.

Beneficiary Categories:

  • Families raising children with disabilities (including those in subgroup A) and children with special educational needs.
  • Children at risk of social exclusion, discrimination, or social isolation.
  • Orphans and children deprived of parental care.
  • Children and families facing difficult life circumstances.
  • Low-income families with children.
  • Families with many children.
  • Children in need of social adaptation and comprehensive social support.

What is funded:

  • Social support for children and families facing difficult life circumstances.
  • Programs for the social adaptation, integration, and development of life skills for children.
  • Measures to protect the rights and legitimate interests of children.
Room for Growth

Program 7: “Space for Development.”

Status: Ongoing program (indefinite duration)

Objective: To create and equip specialized spaces for the development, education, and rehabilitation of children with special needs.

Beneficiary Categories:

  • Children with disabilities (including those in subgroup A) and special educational needs.
  • Educational institutions that provide instruction to children with special educational needs.
  • Healthcare and rehabilitation facilities that provide services to children.
  • Community and charitable organizations whose activities are aimed at supporting children with disabilities and special needs.

What is funded:

  • The purchase and installation of specialized equipment for the education, development, and rehabilitation of children.
  • The purchase of educational materials, teaching guides, teaching aids, and other resources for organizing the educational process.
  • Repairs, retrofitting, adaptation, and furnishing of premises in accordance with the needs of children with special educational needs.
  • Purchase of technical, computer, and software equipment to support the educational or rehabilitation process.
  • Furnishing of remedial classrooms, sensory rooms, resource centers, and other specialized spaces.
An Active Future

Program 8: “Active Future.”

Status: Ongoing program (indefinite duration)

Objective: To promote the physical development, sports rehabilitation, and socialization of children with disabilities and special needs through sports and rehabilitation activities.

Beneficiary Categories:

  • Children with disabilities (including those in subgroup A).
  • Children with developmental and motor function impairments.
  • Children in need of physical rehabilitation
  • Children with functional health limitations.

What is funded:

  • Sports classes and training sessions adapted to each child’s individual abilities.
  • Rehabilitative physical therapy sessions.
  • Sports camps and health-promoting activities.
  • Purchase of sports equipment and specialized gear.
  • Participation in sports competitions, festivals, inclusive events, and other sports activities.
Humanitarian Mission

Program 9: “Humanitarian Mission.”

Status: Temporary program (during the period of armed conflict and its aftermath)

Objective: To provide humanitarian assistance to children and families affected by the armed conflict, as well as to institutions that provide services for children with special needs.

Beneficiary Categories:

  • Internally displaced children and their families.
  • Children and their families who have been affected by the armed aggression against Ukraine.
  • Children and their families living in areas of active hostilities or in temporarily occupied territories.
  • Children and families of combatants and war veterans.
  • Children and families of Defenders of Ukraine who have been killed, taken prisoner, or are missing in action.
  • Children who have become disabled or suffered other health impairments as a result of hostilities.

What is funded:

  • Humanitarian aid (food, water, medicines, hygiene products, and other essential items)
  • Financial assistance to meet the immediate needs of children and families affected by the war
  • Evacuation and logistical operations
  • Psychological, social, and moral-psychological support for children and their families
